There are two ways for tuning a guitar or a bass. The first one is using an electronic tuner (you can find this inexpensive unit in any guitar shop) The second one is learning to tune by ear.

You will use the online guitar tuner like a reference for the notes´ pitch. This information is necessary to adjust the strings strength and obtain the desired note.
What is an online guitar tuner? is a flash animation that shows the first two frets of the guitar or bass. When hitting a selected string, it will sound the correct note. This way, you will be able to emulate (copying by ear) the sounds you hear from your computer speakers and reproduce them in the guitar or bass.
Using the online tuner is easy, only click the note(s) that you need to tune up and then hit it in the guitar. If they sound different, it means that that string is not in tuned. Look what happens:
If the sound of the string is a bit low* than the online guitar tuner, you will have to strength the string tension.
If the sound is a bit high*, diminish the tension.
It can take only a few minutes to get both sounds alike.
Just then, repeat the process for the others strings.
Finally test with harmonics. Requires having all the strings tuned up together. If something sounds bad, test again string by string until finding the “out-of- tune” one.
* The idea of “high” or “low” is subjective and hard to understand at the beginning. Only keep in mind that a "higher" sound is similar to the thinnest strings/frets. (E.g. the highest sound of a guitar is the one produced picking the first string at the 24th fret), and the "lower" sounds are those that seem to be emitted by the thicker strings. (E.g. the lowest sound of a guitar – in a six-string guitar – is the one produce by the 6th string played open). With some practice, you can master this art. Also, it could be a good idea to train your ear or to get an electronic tuner. Good luck!
